The Controller and Accountant-General’s Department (CAGD) says it has processed and paid all valid promotion-related salary cases submitted by the Ghana Education Service (GES), following concerns raised by teacher unions over delays in placing promoted teachers on their appropriate salary scales.
In a statement, CAGD acknowledged concerns raised by the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Pre-Tertiary Teachers’ Association of Ghana (PRETAG), assuring teachers and other stakeholders that it remains committed to the timely and accurate payment of salaries and allowances due to public sector workers.
CAGD explained that Ghana’s payroll system operates through two main platforms: the Human Resource Management Information System (HRMIS), managed by employers such as the GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by CAGD.
According to the Department, under the established process for promotions and upgrades, GES is responsible for initiating and effecting promotions through the HRMIS before submitting the necessary documentation to CAGD for validation and payroll processing.
The required documents include a duly completed and authorised promotion/change-of-grade input form and a copy of the promotion or upgrading letter issued to the affected employee.
CAGD said these documents are essential safeguards for payroll validation and help prevent fictitious promotions, unauthorised salary adjustments and irregular payments.
The Department further disclosed that at a meeting held on August 31, 2026, involving the Minister of Education, Deputy Minister of Education, representatives of the teacher unions, the Director-General of GES and his team, and the Controller and Accountant-General and his team, it was agreed that GES would provide CAGD with the master list of promoted staff, their promotion letters and completed input forms.
The agreement was intended to enable CAGD to process and pay promotion arrears to affected teachers with effect from January 1, 2026.
CAGD stated that as of September 22, 2026, it had received 6,079 completed input forms and corresponding promotion letters from GES out of an expected 58,620 cases.
The Department said all 6,079 cases received had been fully processed and paid, including applicable arrears, as part of the September 2026 salaries.
“It must therefore be emphasised that CAGD has processed every valid case received from GES,” the statement said.
CAGD explained that any outstanding payments relate to cases for which GES has not yet submitted the required documentation for validation and processing.
The Department stressed that it cannot process promotion-related salary adjustments without the necessary documentation from the employer, adding that transactions without the required documents remain suspended until the documentation is received and validated.
CAGD said it remains available to work with the Ministry of Education, GES, teacher unions and other stakeholders to resolve genuine payroll issues through the established processes.
It also urged stakeholders to collaborate and avoid statements that could create public anxiety or misrepresent the Department’s role in payroll administration.
CAGD reaffirmed its commitment to transparency, accountability and prudent management of the Government of Ghana’s payroll, assuring teachers that legitimate payments due to them will be processed once the required documentation is submitted and validated.
