Teacher Unions Push Back as CAGD Fails to Pay Agreed Allowances

Three major teacher unions have issued a strong response to the Controller and Accountant-General’s Department (CAGD) following its announcement that two key allowances due teachers in November 2025 would not be paid.

In a joint letter signed by Thomas T. Musah, General Secretary of GNAT; Eric Agbe-Carbonu, President of NAGRAT; and King Ali Awudu, President of PRETAG, the unions expressed deep disappointment over the CAGD’s press release explaining its inability to honour the payment of the Continuous Professional Development Allowance (CPDA) and the Complementary Digital Instructional Support Allowance (CDISA).

According to the unions, the failure to release the allowances violates the 2024 Collective Agreement, which clearly stipulates that the two allowances must be paid in November 2025.

The unions stated:

“We hereby register our strongest displeasure with the Ministry of Education, the Ministry of Finance, the Ghana Education Service, Fair Wages and Salaries Commission and the Controller and Accountant-General’s Department.”

They called on the Minister for Education to intervene immediately and ensure that the agreed allowances are paid without further delay, emphasizing that the breach has the potential to destabilize the labour front.

The unions also urged all stakeholders to resolve the matter promptly to maintain industrial harmony within the education sector.

Meanwhile, many teachers across the country have expressed anger and frustration after their November salaries were paid without the expected allowances. Several noted that they had planned their budgets around the payment, especially after validation earlier confirmed the credits would be processed.

The unions are expected to take further action should the issue remain unresolved.
