Accra, Ghana – July 17, 2025
The Ghana National Association of Teachers (GNAT) and the National Association of Graduate Teachers (NAGRAT) are urging the government to enact legislation that safeguards the operations of Parent-Teacher Associations (PTAs) across the country.
The call comes amid growing concerns about the future of PTAs, with both teacher unions stressing the need for a legal framework to prevent any future government from revoking or undermining the mandate of these associations in schools.
According to GNAT and NAGRAT, PTAs play a critical role in strengthening collaboration between parents and schools. However, they believe that without legislative backing, the sustainability and impact of these associations remain vulnerable to policy changes.
Their demand follows widespread public complaints about the imposition of excessive levies and dues by some PTAs, which many parents say are becoming a financial burden and potentially hindering students’ access to quality education.
In response to these concerns, the Ghana Education Service (GES) has stated that it is currently developing clear guidelines to regulate the activities of PTAs. The aim, according to the GES, is to align PTA operations with national standards and ensure transparency and fairness in their dealings with parents and students.
“The objective is to promote greater accountability and foster a more productive relationship between schools and parents, which is essential for improving learning outcomes,” a GES spokesperson said.
GNAT and NAGRAT, while welcoming the GES’ move, insist that stronger legal provisions are necessary to protect the long-term existence and autonomy of PTAs.
“PTAs have been instrumental in supporting school infrastructure, student welfare, and teacher motivation. We believe it is time to formalize their role through legislation,” a joint statement from the unions read.
As the debate continues, education stakeholders are watching closely, hoping that any future regulations will balance the need for parental involvement with financial fairness and transparency.
