There have been a lot of deliberations on the reasons why a country like Ghana, with rich natural resources as well as a young human resource is still struggling to become fully developed and financially independent.
Adding his voice to the numerous talks on various social media platforms, Mr. Richmond Sadick Ngula (PhD), stated that, one thing he would change if he gets the opportunity to alter the constitution of Ghana is to get rid of the Council of state. He said,
“I would recommend that the Council of State be scrapped. As we have it now, it only serves as a post retirement benefit/package for those who get appointed to that council. We can learn from good examples elsewhere. Rwanda, for example, has a very effective system with regards to this portfolio, and I think we can learn from them. They call it the Presidential Advisory Council (PAC) and it has both international and local members. But it is not just the name. The people on the PAC are still active professionals who are doing exceptional work and transforming the sectors where they are best known. 
Everyone president Kagame has brought to the PAC is expected to advise him on how to achieve some aspect of his transformational vision for Rwanda. It has been said that the main reason for Rwanda’s transformation, since Kagame became president in 2000, is the brainpower contribution of the PAC and the rich advice they have consistently given to president Kagame. Luckily, Kagame himself is a leader of detail and real action when it comes to practical implementation. Is it any wonder, then, that Rwanda, a country that was virtually on its knees after the genocide in 1994, is now the benchmark for how developing countries can aspire to greatness? Leadership, great visionary leadership, is what drives everything!”
Mr. Richmond Sadick Ngula (PhD), was an English Language lecturer at the University of Cape Coast who currently lectures in one of the popular Universities in Botswana. He has consistently made it a responsibility to comment on both political and social issues relating to his Country of birth, Ghana.
